2,868. Nezirus In and Out of Israel

Hilchos Nezirus 2:21

A nazirite vow can only be observed in Israel. If someone makes a nazirite vow in another land, there is a penalty in that he must go Israel and observe the duration of his nezirus there. Therefore, if someone makes a nazirite vow outside of Israel today, he must go to Israel and observe his nezirus period there until he dies or until the Temple is rebuilt so that he can bring the offerings necessary to complete his nezirus.

Hilchos Nezirus 2:22

The whole time he’s outside of Israel, he may not drink wine, become unclean through corpse impurity, or cut his hair. He must observe all the laws of a nazirite vow even though the days don’t count for him. If he violates the rules by drinking wine, cutting his hair, touching a corpse, etc., he is subject to the penalty of lashes.
