859. Exceptions to Nine Days Restrictions
122:14 A mourner whose 30-day period ends on 18 Tammuz or later, until Rosh Chodesh Av, is allowed to cut his hair (and launder his clothes - Mishnah Brurah 551:87). From Rosh Chodesh Av and on, one may not launder clothes or cut his hair, even in such a situation.
122:15 If a bris is held during the Nine Days, it is customary for the mohel, the sandek and the father of the baby to wear Shabbos clothes, but the ones who bring the baby into the room may not. The woman who brings the baby in normally does wear Shabbos clothes because this is the extent of her involvement in the mitzah. It is permitted for them to shave up until Shabbos Chazon; after that, it is prohibited.
