If a jar of terumah oil spilled, one need not scoop it all up. One may deal with it as he would a comparable spill of chullin oil.

Terumos 11:8

If a person poured terumah wine or oil from one container to another and a few drops of residue remained, he may put chullin into the container. If he tilted the jar and collected the residue, it is terumah. The minimum volume of terumas maaser of doubtfully-tithed produce to bother bringing to a kohein is 1/64 of a log (about 0.11 ounces - less than this may be disposed of).
