Seeing that he needed help, Moshe appointed deputies in the various Tribes to assist him. He instructed his representatives to judge fairly and to treat converts the same as those born Jewish. Any matter that proved too difficult for the local courts could be brought to him.

They left Sinai and traveled until they came to Kadesh Barnea, from where they could see the land of Israel. Moshe encouraged them to go and conquer it ASAP.
