Pesachim 10:1

One may not eat on erev Pesach (Passover eve) from close to the time of the afternoon offering until nightfall. Even the poorest person may not eat until he reclines at the Seder. One must be provided with no fewer than four cups of wine, even if it means taking from the community charity fund.

Pesachim 10:2

At the Seder, they pour the first cup of wine. Beis Shammai say that one first recites the bracha for the day, followed by the bracha over the wine. Beis Hillel say that one first recites the bracha over the wine, followed by the bracha for the day.
