We see that the declaration of the first fruits must be recited in Hebrew from Deuteronomy 26:5, “You shall answer and say before Hashem your God.” Later, regarding the blesses and curses, Deuteronomy 27:14 says, “the Levites shall answer and say.” Just as the latter must be recited in Hebrew, so too the former.

We see that chalitzah (the shoe-removal ceremony) must be recited in Hebrew from Deuteronomy 25:9, “she shall answer and say.” As noted, Deuteronomy 27:14 says, “the Levites shall answer and say.” Just as the latter must be recited in Hebrew, so too the former. Rabbi Yehuda says that the comparison of verses in unnecessary in this case. Deuteronomy 25:9 says, “she shall answer and say as follows,” i.e., she must recite the text as provided.
