A person who delivers a get from overseas must state that it was both written and signed in his presence. Rabban Gamliel says this is even true of gittin that are delivered from cities that are just outside the border, like Rekem and Cheger. Rabbi Eliezer says this is even true when a get is delivered from Kfar Ludim to Lod, which are adjacent cities on opposite sides of the border. The Sages say that one need not specify that the get was written and signed in his presence unless it is brought from a foreign country to Israel or vice versa. One who delivers a get between two foreign lands must specify that it was written and signed in his presence. Rabban Shimon ben Gamliel says this is true even if one delivers a get between foreign provinces.

Gittin 1:2

Rabbi Yehuda says that outside of Israel is measured from the city of Rekem east, from Ashkelon south and from Akko north, including Rekem, Ashkelon and Akko as foreign cities. Rabbi Meir says that Akko is considered part of Israel in this matter.
