If a person delivers a get within Israel, he need not specify that it was written and signed in his presence. If anyone challenges the get, it is confirmed by validating the signatures. If someone delivers a get from overseas and he cannot state that it was written and signed in his presence (because he has been rendered unable to speak), the document must be confirmed by validating the signatures.
Gittin 1:4
Gittin for divorcing wives and documents used to release servants are similar in a number of ways. One of these is that for both types of document, one who delivers it from Israel to a foreign land and one who brings it to Israel from a foreign land must each specify that it was written and signed in his presence.
