2,422. When the King Enters the Wine Business

Let’s say that a non-Jewish king distributes his wine among his subjects, for which he receives whatever payment he decides. A Jew may not tell a non-Jew to bring 200 zuz (a sum of money) to the king’s storehouse in his place so that the non-Jew will receive the wine assigned to the Jew and pay the king. He may, however, give the non-Jew 200 zuz in exchange for him saving the Jew the trouble of going to the king’s storehouse.

If a non-Jew touches a Jew’s wine against his wishes, that wine may be sold to that non-Jew only. Since that non-Jew wanted to make the Jew incur a loss by rendering his wine prohibited, it's like he destroyed it, for which he would have to pay. Therefore, the money the Jew receives from him is for the loss and not a sale per se.
