If there’s a doubt as to whether a vineyard in Israel contains orlah or kilei hakerem, it’s prohibited; in Syria, it’s permitted. It goes without saying that it’s permitted outside of Israel.

Maachalos Assuros 10:13

One is not permitted to drink from a jug of wine that was found hidden in an orchard of orlah, though it is permitted to benefit from it. This is because a thief won’t steal from some place and then hide what he stole in that same place. Grapes that were found hidden there are prohibited out of concern that they might have been harvested from that orchard and then stored there.
