Hilchos Maasei Hakarbanos 3:7

Bird offerings do not require the laying of hands. We discussed in Hilchos Shekalim that the money that it was decided should go into the chest for freewill offerings is used to buy animals for burnt offerings. The owner of these funds doesn’t lay hands on such an animal, nor does he provide the libations. Rather, the libations are provided from communal funds. If he was a kohein, performing the service of this offering and receiving the animal’s hide go to the kohanim on duty that week.

Hilchos Maasei Hakarbanos 3:8

Anyone may lay hands on the sacrificial animal except for a person with congenital deafness, a person lacking cognitive function, a minor, a servant, a woman, a blind man and a non-Jew. A person’s agent doesn’t lay hands, as this must be done by the actual owner. This is as per Leviticus 3:2: “He shall lay his hand…,” meaning his own hand and not that of his wife, his servant or his agent.
