Hilchos Maasei Hakarbanos 3:9

If five people jointly bring an offering, they all lay hands on it, in succession; they may not do so simultaneously. If someone died and left an animal to be brought as a burnt offering or peace offering, his heir must bring it, lay hands on it and provide the libations.

Hilchos Maasei Hakarbanos 3:10

Hands are not laid on communal offerings except for the goat sent to azazel and the bull brought because of an erroneous legal ruling, on which three members of the Sanhedrin lay hands. Is it a law communicated by our teacher Moshe that hands are not laid on any other communal offerings.
