Hilchos Maasei Hakarbanos 3:5

Non-Jews do not bring libations with their burnt offerings, as per Numbers 15:13: “Every native (i.e., Jew) of you shall do this.” However, the libations for their offerings are provided from communal funds, as per the preceding verse: “So shall you do for each (offering) according to their number.” These burnt offerings do not require laying of the hands, which is a practice only performed by Jews, and even then only by men and not by women.

Hilchos Maasei Hakarbanos 3:6

All offerings of domesticated animals brought by a private individual, both obligatory and those brought voluntarily because of a vow, require the laying of hands while they are still alive except for a firstborn animal, animal tithes and the korban Pesach. This is as per Leviticus 3:2: “He shall lay his hand on the head of his offering.” Our oral tradition teaches that this refers to all offerings except for the three exceptions mentioned above.
