3,939. Fifteen Areas of Responsibility
Hilchos Klei HaMikdash 7:1
There were fifteen officials in the Temple, and they always appointed officials over the following fifteen things: (1) the times (of the offerings), (2) locking the gates, (3) the watchmen, (4) the singers, (5) the cymbals and all the other musical instruments, (6) the lotteries (used to assign different parts of the service), (7) the pairs (of birds for offerings), (8) the seals, (9) the libations, (10) sick kohanim, (11) the water, (12) making the showbread, (13) making the incense, (14) making the curtains and (15) making the uniforms of the kohanim. [These will be explained throughout the chapter.]
Hilchos Klei HaMikdash 7:2
Each of these officials supervised numerous subordinates in order to accomplish his assigned responsibility. The one in charge of times and his staff would watch the time. When the time for a sacrifice arrived, he or one of his subordinates would call out: “Kohanim to the service! Leviim to the platform! Yisroelim to the maamad!” When they heard his voice, everyone would go to their assigned duties.
