The Relationship of Torah Study to Middot Tovot - part one (Mishlei 19:5)

Which comes first Torah or good character? In the Vilna Gaon's commentary on Mishlei, he says that Torah serves to accentuate one's character. Therefore, if a person has bad middot, Torah can have a negative effect.
