4,131. The Blood of the Sin Offerings That Atone for Idolatry

Hilchos Maasei Hakarbanos 5:15

When it comes to the bull offered by the Kohein Gadol for sins he may have committed, the Kohein Gadol personally receives the blood and sprinkles it in the Heichal. If a regular kohein received and sprinkled the blood, the service is valid.

The Torah is not explicit about how or where to apply the blood of goats brought to atone for idolatry, which are goats that are burned. Because they are communal sin offerings, their law is like that of the bull brought for a mistaken ruling, which is also a communal sin offering. This applies to everything stated in connection with it: sprinkling the blood, burning, and conveying ritual impurity to the one who performs the burning.
