From the Israelite courtyard and beyond, even one who still has to bring his sacrifices may not enter because he has not yet completed his purification. Leviticus 12:8 says, โThe kohein will atone for her and she will be pure,โ from which we infer that without this, her purification is incomplete.

A ritually unclean person who may not enter the Temple Mount violates a Torah prohibition and is subject to the penalty of lashes if he does so, as per Deuteronomy 23:11: โHe shall go outside the campโ โ referring to the camp of the Shechinah โ โhe may not come into the campโ โ referring to the Levite camp. Similarly, a person with tzaraas who enters Jerusalem is subject to the penalty of lashes. If he enters any other walled city, he is not subject to lashes even though this is likewise impermissible, as per Leviticus 13:46: โHe shall dwell alone.โ
