3,943. The Officials in Charge of the Pairs of Birds, the Seals and the Libations
Hilchos Klei HaMikdash 7:9
The official in charge of the pairs of birds would set the price of the birds sold for the offerings, such-and-such per sela (a denomination of coin). Everyone who had to bring pigeons or doves as an offering would bring money with them to the Temple. The official in charge of the pairs would give the birds to those people. He calculated with the Temple treasurers, who would supply him with the birds. Every thirty days, the price was determined with him. If the price went down in the course of the month, they would supply him with birds based on the lower price; if the price went up, they would supply him with birds based on the original price. This is because the Temple is always given the advantage. If a pair of birds was found to be invalid, or if it became invalidated before being offered, the official in charge of the pairs would provide a replacement.

The official in charge of the seals would receive money for libations from those who had to bring libations and he would give them seals. The official in charge of libations would sell people wine for the libations. [The seals and libations will be further explained in the next few halachos.]
