The official in charge of the cymbals (and the other instruments) organized the musicians who would accompany the Leviim with their instruments, as was discussed in chapter 3.

Hilchos Klei HaMikdash 7:8

The official in charge of the lotteries would run the lotteries among the kohanim each day, after which each of them would perform the task that he was assigned by lottery. There were four lotteries each day, which will be discussed further IY”H when we get to Hilchos Temidin u’Musafin.
