Jeremiah 46:17
קָרְאוּ שָׁם פַּרְעֹה מֶלֶךְ מִצְרַיִם שָׁאוֹן הֶעֱבִיר הַמּוֹעֵד
They cried out there, “Pharaoh, king of Egypt, is a lot of noise! He has let the time pass by!”
The Metzudas David explains that the Pharaoh of Jeremiah’s time talked big, boasting that he would conquer Nebuchadnezzar’s army. When the time came, he chickened out and became a laughingstock. Therefore, it was apparent that Pharaoh was nothing but noise.
