Exodus 14:13

וַיֹּאמֶר מֹשֶׁה אֶל הָעָם אַל תִּירָאוּ הִתְיַצְּבוּ וּרְאוּ אֶת יְשׁוּעַת ה’ אֲשֶׁר יַעֲשֶׂה לָכֶם הַיּוֹם כִּי אֲשֶׁר רְאִיתֶם אֶת מִצְרַיִם הַיּוֹם לֹא תֹסִיפוּ לִרְאֹתָם עוֹד עַד עוֹלָם

Moses said to the people, “Do not fear! Stand in place and see the salvation of G-d, which He will work for you today. While you see the Egyptians today, you will not continue to see them again, forever.”

The Ramban (Nachmanides) cites the Mechilta that this is not just an assurance or a prophecy, it’s a command not to return to Egypt. Jews are not permitted to move to Egypt to live. We see this prohibition referenced in Deuteronomy 17:16, which prohibits a king from having large stables of horses, which would cause members of the nation to move to Egypt to engage in the horse trade.
