Hilchos Shechita 13:2

Pursuant to the previous halacha, when it comes to any “negative” mitzvah (i.e., a “thou shalt not”) that can be corrected by a “positive” mitzvah (i.e., a “thou shalt”), one must fulfill the positive mitzvah; failure to do so makes one liable to lashes.

Hilchos Shechita 13:3

If someone else comes and grabs the mother bird from his hands and sends it away, or if the bird flew away from him without his knowledge, he is liable to lashes as per Deuteronomy 22:7, “You shall surely send (her) away,” from which we see that he must send the mother bird away himself. If he doesn’t, he fails to fulfill the positive mitzvah.
