2,168. A Ger Toshav
Hilchos Issurei Biah 14:7
A “resident alien” (ger toshav) is a non-Jew who commits not to worship idols and to observe the other laws that were commanded to the descendants of Noah, i.e., all mankind. A ger toshav need not be circumcised or immerse in a mikvah. We accept his commitment and he is considered a righteous non-Jew. He is called a “resident” because we may allow him to live with us in Israel, as was explained in Hilchos Avodah Zara.

We only accept a ger toshav at a time when the Jubilee year is observed. Nowadays, even if a non-Jew were to commit to keeping the entire Torah except for one minor detail, he would not be accepted.
