Hilchos Ishus 2:4
If a woman is within 30 days of her 20th birthday, has not grown two pubic hairs, and exhibits the signs of infertility, she is determined to an ailonis (congenitally infertile). If she does not exhibit all the signs of infertility, she is still considered a minor until she either grows two pubic hairs or reaches the age of 35 years and a day.
Hilchos Ishus 2:5
If a woman reaches this age without growing two pubic hairs, she is designated an ailonis even if she doesn’t exhibit the signs of infertility. A ailonis doesn’t have a six-month status as a naarah. Rather, she goes directly from being a minor to maturity.
