In the heavenly spheres there is only טוב; In this world there are two options/גורלות - for good and for bad - גורל אחד לה' וגורל אחד לעזאזל. We always have these two choices and need to take ownership of our destiny. This is the message of the two שעירים: every day we have to choose between the good and the bad - there is no pareve (except in the kitchen).
Sometimes in life we feel like we don't know what to do, we resort to a גורל, we ask Hashem to make the decision, we yield everything, including our decision-making abilities to Hashem. This is symbolized by the גורל, drawing lots.
