When we take on a mitzvah practice that's not itself already an obligation-- such as giving tzedakah to a particular charity-- it creates some kind of obligation on us. What do we do if a new competing need arises? Netziv discusses the circumstances under which one can alter one's mitzvah commitments, and whether an hatarat nedarim, a release from vows, needs to be involved.
