The lack of the flour with oil of the libations did not prevent the offering the wine libation, nor vice versa, nor would a complete lack of libations prevent offering a sacrifice. Rather, a person could bring his offering on one day and his libations ten days later. This applies both to the offering of a private individual and to a communal offering so long as the libations were not already sanctified in a service vessel. Once they were so sanctified, the libations would be disqualified if they sat overnight.

Hilchos Maasei Hakarbanos 2:13

The libations could only be brought from secular produce and not from trumah, second tithe or first fruits. Even in the case of a thanksgiving offering, the accompanying loaves of which may be brought from second tithe, the libations could only be brought from secular produce.
