Hilchos Issurei Mizbeiach 6:3

If someone consecrates unfit wine, flour, oil or wood for the altar, there is a doubt as to whether or not they’re like a blemished animal. If they are, one would be subject to the penalty of lashes. If they’re not, he would not be subject to lashes but he would be given stripes for acting rebelliously.

Hilchos Issurei Mizbeiach 6:4

If fine flour, wine, oil, frankincense, birds, wood or service vessels were rendered unfit or ritually unclean, they may not be redeemed, as per Leviticus 27:11-12: “He shall stand it (before a kohein)… and have it appraised.” Anything that can be made to stand (i.e., an animal) is appraised. Standing doesn’t apply to these things, so they’re never redeemed.
