If a sin was committed with a consecrated animal, or if it killed a person, but the act was observed by just one witness or the animal's owners, it is neither offered not redeemed until it develops a permanent blemish.

Hilchos Issurei Mizbeiach 2:10

If an animal develops a condition that renders it a treifah (i.e., a medical condition or injury that will cause it to die within a year), with the result that it may not be eaten, it may likewise not be brought on the altar. This is derived from Malachi 1:8: “Please give it to your governor. Will he be pleased with you or accept your presence?” While such an animal is unfit to offer, it is also not redeemed. This is because we don’t redeem offerings in order to feed their meat to dogs. Rather, it should be left to graze until it dies, and then buried.
