Hilchos Klei HaMikdash 10:1
The order of donning the kohanic garments is as follows: first, the kohein puts on his breeches, tying them above over the umbilicus, at the solar plexus. Next, he puts on the robe, followed by the sash at elbow height. He winds it around and around himself until he reaches the end, and then he ties it.

Where the sash was to be placed is understood from tradition. Ezekiel 44:18 says, “They shall not gird themselves bayaza,” meaning a place that sweats. Yonasan ben Uziel received this tradition from the prophets and translated it (in Aramaic) as, “They shall tie it over their hearts.” After this, the kohanim would put on the turban in the style of a hat.
