The Menorah may never be made from the broken pieces of other vessels; this applies both to gold and to other metals.

Hilchos Beis HaBechirah 3:6

The Menorah’s tongs, shovels and oil jars (which were also made of gold) are not included in the talent weight of the Menorah. This is because Exodus 25:31 specifies that the Menorah shall be “pure gold,” and then verse 38 specifies that “its tongs and shovels shall be of pure gold.” The lamps are not mentioned because the lamps were an intrinsic part of the Menorah, and were therefore included in the aforementioned talent of gold.
