Hilchos Shemittah v’Yoveil 12:12

If a house isn’t four cubits by four cubits (about 6’x6’), it doesn’t become the permanent property of the buyer like houses in walled cities normally do. A house also doesn’t become the buyer’s permanent property in Jerusalem. A house built into the wall of a walled city isn’t like the houses of the city.

If a city’s roofs or a body of water serve as the city’s wall, it is not considered a completely walled city.
