Donations to the tamchui are collected every day, while donations to the kupah are collected from one erev Shabbos to the next. The donations to the tamchui are given to all needy recipients, while the donations to the kupah are only given to needy residents of that city.

Hilchos Matnos Aniyim 9:7

The residents of a city may move donations from the kupah to the tamchui and vice versa. They may likewise exchange them for any community need they choose; this is so even if such a condition wasn’t made when the funds were collected. If there’s a great scholar on whose authority collections are made and he determines how the funds are distributed, then he may use funds collected for any communal need he deems necessary.
