If money was needed for offerings and the funds for that purpose were insufficient, they could take what they needed from money donated towards Temple upkeep, but if money was needed for Temple upkeep and the funds in the chamber for that purpose were insufficient, they couldn’t take what they needed from money consecrated for offerings.

Let’s say that someone committed the valuation of someone under the age of 20 but that person doesn’t stand before the court until after he exceeds that age. In such a case, the one who committed is only required to give the valuation of a person under 20. This is because valuations are determined as of the time the commitment is made, not at the time one stands before the court.
