Hilchos Arachin Vacharamin 1:14
If a convict being led to execution commits the valuation or value of other people, or if he causes damage, he is required to pay. His debt is collected from the property he leaves behind.

Kohanim and Leviim may commit valuations and their valuations may be committed by others, the same as with other Jews. When a minor reaches the age when his vows are effective, if he pledges someone’s valuation or value, he must pay because his vows are effective. This was already addressed in Hilchos Nedarim.
