Anyone is qualified to write a get. This includes those with congenital deafness, those lacking mental competence and children. A woman can write her own get and the husband can write the receipt that she provides him because the validity of a get is established by the signatures. Anyone is qualified to deliver a get except for those with congenital deafness, those lacking mental competence, children, blind people and non-Jews.
Gittin 2:6
If a minor was given a get to deliver and he reached the age of majority, or a person with congenital deafness regained his ability to hear and speak, or a blind person regained his sight, or a person lacking mental competence regained his mental competence, or a non-Jew converted – in all of these cases he may not deliver the get (because he wasn’t qualified to act as messenger when it was entrusted to him). Conversely, if a hearing person became deaf and recovered, or a sighted person lost his sight and recovered, or a mentally competent person lost his competence and recovered, in all of these cases he is qualified to deliver the get. The general principle is that one who has all the requisite qualifications at the beginning (when he is given the get) and at the end (when he delivers the get) remains qualified despite any lapses in the interim.
